Eligibility
The New Jersey Department of Education (NJDOE) updated the substitute certificate pathway as of September 11, 2024.
To be eligible for a Substitute Teacher Certificate, applicants must:
- Have completed at least 30 semester-hour college credits at an accredited institution
- Be at least 18 years of age
Validity
The New Jersey Substitute Certificate:
- Is valid at any public or charter school in New Jersey
- Is valid for five years from the date of issuance

Do I apply through TCNJ?
No. Substitute certificate applications are submitted directly through the NJDOE’s application system (NJEDCert).
Do I need to be a TCNJ student or graduate to apply?
No. The Substitute Teacher Certificate is issued by the State of New Jersey and is available to any applicant who meets the eligibility requirements.
Do I need a sponsor to apply?
Yes. To apply for a New Jersey substitute credential, you must have a sponsoring school district, teacher preparation program, or vendor organization. We suggest choosing TCNJ as the sponsoring agency.
Can I work in more than one school district?
Yes. The substitute credential may be used in multiple school districts in New Jersey.
