The Certification application process begins based upon the posted conferral date on official transcript. It is not processed on the date your certification application was uploaded and received.
Due to COVID-19, and now a State of NJ furlough there may be delays with timing of issuing certificates. You will receive an email survey from the State of NJ DOE once we have submitted your application. After receiving this email survey, you can begin checking the status of issuance around 4 weeks following the email survey. We have been working diligently with the NJ DOE with processing and issuance of certificates in lite of the pandemic. Thank You.
Certificate of Qualification (CQ)
Upon program completion, ALL STUDENTS may apply for a Certificate of Qualification
The Certificate of Qualification, which was developed collaboratively by TCNJ and the State of New Jersey Department of Education, Office of Certification and Induction, is issued to both U.S. citizens and non-U.S. citizens who are living abroad. The CQ verifies completion of a teacher preparation program that allows candidates to teach within the International School community (outside of the U.S.).
Certificate of Eligibility (CE) – Optional for U.S. citizens
Eligible U.S. citizens may apply directly to the New Jersey Department of Education for a Certificate of Eligibility
Grade Point Average (required for both CQ & CE)
GPA – All candidates seeking a CQ or CE must have a minimum GPA of 3.0
Basic Skills Requirement (required for both CQ & CE)
Achieve a passing score on ONE of the following assessments:
Cut scores to meet basic skills requirement (SAT, ACT, GRE)
Praxis Core – Reading 156, Math 150, Writing 162
SAT – Math 570, 610 Evidence-Based Reading and Writing or 30 Reading Section
ACT – Math 23, English 23
GRE – Quantitative 156, Verbal 155
*If a candidate completed and passed the Pre-Professional Skills Test (PPST / Praxis I) prior to June 2014, the Department will accept passing scores on those exams to satisfy the basic skills requirement (passing scores on the PPST are as follows: Reading: 175, Math: 174, Writing: 173).

Praxis Subject Area Assessment Scores (required for CE)
All ELEMENTARY and SECONDARY teacher candidates must successfully pass the Praxis subject area exam relevant to their course of study and desired certification area. This is not required for English as a Second Language teacher candidates.
- Select NJ DOE (R7666) as an ETS score recipient when registering for your test
- Upload the official score report (including subscores) into the Global Certification Documentation Portal
edTPA Scores (program requirement)
All teacher candidates will complete the edTPA as part of a program requirement. This is not required for English as a Second Language teacher candidates.
NJ Health and Physiology Requirement (required for both CQ & CE)

English as a Second Language Candidates (CQ & CE) – additional requirements
Pass English Language Proficiency Tests – oral and written (OPI )
Candidates Seeking Advanced Certificates (required for both CQ & CE)
- Candidates must have earned a Master’s degree
- Pass the School Leaders Licensure Assesement (SLLA) exam 6990 – Select NJ DOE (R7666) as an ETS score recipient when registering for your test
- Complete Record of Experience from Employer documenting five years of successful educational experience under a valid provisional or standard New Jersey or equivalent out-of-state certificate (condense to one document if you have multiple)
- Provide Copy of Teaching Certifications (condense to one document if you have multiple)
